I'd like to get a pet...?

I'm thinking either an arctic wolf, polar bear or a siberian tiger. I know this would normally be illegal, but I live in a small city in Nebraska and might be able to get a permit. My neighbor has 4 horses and a few chickens, so I don't see why I couldn't get a wolf. I chose these animals because I feel that they would accent my Black Lab very well, of course I'd get these animals as cubs or kitten (respectively). What I want to know I guess is who could I contact to make this happen and which one would thrive best in the crazy hot summers and frigid Nebraskan winters.
