Why arent my 6x9s getting any bass?

if the tweeters on them are working then the speaker itself should be working. if you have a sub then the bass of a 6x9 wont be noticable. also if its not in an air tight enclosure or close to it then its just free airing thus losing the power of each push and pull of the bass.
